The Canadian government is prepared to regulate artificial intelligence-based chatbots unless technology companies can demonstrate robust safeguards for Canadian users. This stern warning was issued by Evan Solomon, Canada’s Minister responsible for Artificial Intelligence.

Minister Solomon specifically cited what he called OpenAI’s «failure» to report an 18-year-old Canadian user. This individual subsequently carried out a mass shooting at a school in British Columbia, Canada.

Sources familiar with the case revealed that Jesse Van Rootselaar had, over several days last June, used ChatGPT to describe scenarios involving gun violence. These posts were flagged by an automated review system, raising concerns among OpenAI employees. Approximately a dozen staff members within the company deliberated on whether action was necessary regarding Van Rootselaar’s writings. Some employees interpreted his texts as potentially indicating real, physical violence and urged leadership to notify Canadian authorities. However, OpenAI’s management ultimately decided against contacting the authorities.

«There was an obvious omission here. This is a horrific tragedy. We are deeply disturbed by reports that there was an opportunity to report this matter to law enforcement. We want to ensure that if any company has this opportunity, they seize it,» Minister Solomon stated.

Chan Park, OpenAI’s head of policy, along with six other company representatives, met with government officials in Ottawa on Tuesday. Ministers later described the meeting as «disappointing.»

Justice Minister Sean Fraser declared his expectation that OpenAI would implement meaningful security measures. «If these are not forthcoming very quickly, the government will take action,» he warned. «Trust must be earned. We genuinely need to see what changes are to be expected from the company.»

OpenAI has indicated that it has strengthened its security measures and revised its policies regarding when to notify police about cases involving violent acts.

«At the same time, ministers emphasized that Canadians expect further concrete steps – and this message was clearly and unequivocally understood. We committed to providing an update on additional measures in the coming days, while continuing to support law enforcement and collaborate with the government to enhance artificial intelligence safety.»

On February 10, 18-year-old Jesse Van Rootselaar opened fire at a school in Tumbler Ridge, British Columbia, killing eight people. Police reported that Jesse Van Rootselaar was found dead at the scene, having taken his own life. Van Rootselaar was known to local police prior to the shooting. Authorities had visited his residence multiple times concerning mental health issues, and firearms had been temporarily removed from the property on several occasions.
