This autumn, Moscow, Mari El, Ryazan, and Sakhalin Oblasts will solely use electronic summonses for military conscription. Other regions will employ both paper and electronic forms. The General Staff has outlined sanctions for conscripts failing to report.

According to the Russian General Staff, the autumn conscription for mandatory military service in Moscow, Mari El, Ryazan, and Sakhalin Oblasts will exclusively utilize electronic summonses.

In other regions of Russia, both paper and electronic summonses will be used, possessing equal legal validity. The autumn conscription begins on October 1st. Once a summons is issued, the military enlistment office records its details in the unified military registration registry (реестрповесток.рф). Conscripts can check for a summons via their personal account on this portal. Additionally, notifications will be sent to personal accounts on the «Gosuslugi» public services portal (and for Moscow residents, also on mos.ru).

As soon as a summons appears in the registry, the conscript is automatically prohibited from leaving the country. Seven days after its entry, the summons is considered officially served. Each summons specifies a date for reporting to the military enlistment office. Should a conscript fail to appear without a valid reason within 20 days of this date, several restrictions will be imposed: a ban on driving vehicles, registering vehicles and real estate, obtaining loans and credits, and registering as an individual entrepreneur or self-employed person.

All these restrictions are temporary and are lifted immediately upon the conscript`s appearance at the military enlistment office.

As per a presidential decree, 135,000 citizens will be called for mandatory military service this autumn. The conscription campaign will run from October 1st to December 31st. It is emphasized that conscripts will not be deployed to the Special Military Operation zone and their service term will be one year.
