Federation Council Chair Valentina Matvienko has affirmed that the state will not implement any ill-conceived measures that could negatively impact citizens, especially concerning contributions to the Mandatory Medical Insurance Fund (FOMS). This statement addresses her prior proposal for collecting FOMS payments from individuals who are unemployed or earn undeclared income.
During parliamentary hearings on the 2026-2028 budget, Matvienko emphasized, “No one favors unpopular policies… I want to reiterate: we will never make any hasty decisions that would harm our population. Society must determine the correct course of action in this scenario. We will undoubtedly find a solution collaboratively.”
She further noted that various alternative proposals on this matter remain under consideration. Matvienko clarified that should any new measures be adopted, the interests of all demographic groups, including homemakers, will be thoroughly taken into account.
