State Duma Prepares Bill to Block Suspicious Phone Account Payments.
Next week, the State Duma will begin discussing a bill aimed at strengthening the fight against online fraud. This was announced by the Duma speaker, Vyacheslav Volodin.
According to the initiative, mobile operators will be required not to refund advance payments to subscribers if law enforcement has reason to believe the funds were obtained through criminal means. This measure will allow for more effective prevention of theft and the return of stolen funds to citizens.
Volodin noted that one-third of all crimes occur in the digital space, with the majority (over 80%) being remote thefts. One common scheme used by fraudsters involves withdrawing money by topping up mobile phone balances, after which the funds are either cashed out or transferred to other accounts.
It was also reported that there has been an increase in fraudulent calls, particularly on behalf of «Russian Post,» where criminals attempt to deceive people under the guise of package issues.
