These applications are critical for utilizing continuous glucose monitoring (CGM) systems, which transmit real-time blood sugar data directly to smartphones. The journalist highlighted that current mobile internet shutdowns in certain regions are effectively preventing parents from reliably monitoring their children`s health status.

Responding to the inquiry, President Putin noted that regional communication restrictions are implemented primarily to ensure public security. He explained the reasoning: “If the components of these services are located abroad, it, unfortunately, makes it easier for the opponent—these are the realities of today—to select targets for strikes.”

The President then outlined two potential approaches to resolve this dilemma and maintain access to vital health monitoring services.

“The first is to switch to domestic software and our so-called `hardware.` The second method involves utilizing the capabilities of foreign manufacturers who operate here but negotiating agreements for them to transfer their service infrastructure to the territory of the Russian Federation,” Putin stated.

He concluded by acknowledging that the authorities still have significant work ahead in both these directions to secure the reliable operation of such life-saving medical technology.
