A fully functional commercial low-Earth orbit (LEO) satellite communication service, developed by a private company, is set to be operational by 2027, stated Dmitry Bakanov, Director General of Roscosmos.

Bakanov confirmed this timeline during his presentation at the Satcomrus conference, emphasizing that the «launch of a full-fledged commercial service is planned by 2027.»

According to Bakanov, the Russian telecommunications market is currently undergoing active transformation. As part of the national «Space» project, eight «Express» series spacecraft are scheduled to be commissioned by 2030.

To enhance communication services for the Arctic zone, four «Express-RV» highly elliptical satellites and a relay system comprising four «Luch» geostationary satellites will be launched, alongside the low-Earth orbit network.
