CDU Politician Advocates for Higher Inheritance Tax
Stefan Nacke, head of the labor group within the CDU/CSU parliamentary group, has drafted a proposal for inheritance tax reform. Titled "Achievement Should Matter More Than Origin," the document, reported by Süddeutsche Zeitung, contends that very large inheritances and gifts are often undertaxed.
The paper, co-authored by Friedrich von Schönfeld, finance director of the German Caritas Association, states that leaving assets to one's children is responsible. This act incentivizes work, saving, and business risk, and this life's work deserves respect. However, "the achievement of the testator is not the achievement of the heir." Therefore, a society demanding personal responsibility must also consider the opportunities for advancement for those starting without wealth.
CDU Traditionally Opposes Inheritance Tax Increases
"Achievement should pay off more than inheritance," Süddeutsche Zeitung quotes further. Those calling for greater personal responsibility cannot accept that advancement today is often more attainable through inheritance than through merit. The balance between property protection and public obligation in inheritance tax has been lost.
The authors of the paper note that upcoming social reforms will intensify this issue. "If employees are to discuss higher contributions and recipients of benefits are to face cuts, the privileges in transferring large assets cannot remain outside the debate." The goal is to protect "the continuation of the business, not the tax-free inheritance of its heirs."
The CDU has consistently opposed increases in inheritance tax. The Federal Constitutional Court in Karlsruhe will soon hold public deliberations on inheritance and gift tax. A date for a potential ruling, which could compel policy adjustments, has not yet been set.
